The airport and airline network has been heavily subsidized by the United States since the 1960s, as has the Interstate Highway System. Passenger Train travel nearly crashed in the 1960s before the US Government bought the remaining big Passenger lines and turned them into Amtrak in the early 1970s. While Amtrak gets Federal funding, it barely gets enough to cover basic operations and theoughout its life has never been able to substantially improve its network. The only High-Speed Rail line in America runs from New York City to Washington DC, and it rarely ever reaches anywhere near its top speed of 150 mph because it runs on a line that has never been improved for HSR.
Passenger train travel isn't dead, its pretty much held steady since the 1970s at around 15-20 million passengers per year. However, HSR projects face an uphill battle because of Airports and Interstate, all of which are many many times more subsidized, and since HSR projects are typically stalled because of costs, it would take a huge initiative that just isn't there today to make a national High-Speed rail system.

Most of Russia's population lives west of the Urals. Rail lines from Moscow to closer big cities like Tula, Orel, and such make sense. In the US there's quite a bit of 'high speed' rail travel in the Northeast where the rail cities are far enough to cause problems while driving, but close enough that flying becomes inefficient.
It's America's closer Midwest cities and California that need a rail infrastructure revamp. Chicago, Indianapolis, Milwaukee. Saint Paul/Minneapolis, and such could all use a connecting HSR line that also stops at smaller cities between the large ones. California should have a rail line that goes up and down the coast.
