The UK -- no, the EU in general doesn't have a car culture nearly as large or diverse as the US.

used cars are super cheap here in the UK, japanese shit is often much cheaper than the US. also there are plenty of comfy country roads and if you drive a couple of hours to wales or if you're in the north to scotland theyre surrounded by comfy scenery with noone around

I can't speak for US car culture, but the two big weaknesses of the UK are that insurance is absolutely crippling till you reach about 21, and that our climate isn't kind to older cars so specific classics can be hard to find or expensive (though there are plenty of bargains if you aren't too fussy).
Aside from that, we have some good roads and a rich selection of owner's clubs and grassroots motorsport, but I'm sure the US is exactly the same in that regard. Oh, and cars between, say, 7 and 20 or so years old tend to be cheap as shit.
