Internal Combustion Engines(ICE) are horribly inefficient. Coal power plants, even the worst ones in the western world, are significantly more efficient. Electric motors are very efficient. So are batteries and electric power transmission.
So an EV charging from just coal power plants. Is responsible for less CO2 grams per mile than even a Prius.
