Went into a parking lot, someone was coming out and was nice enough to give me their permit since it still had time left on it. Came back and had a ticket. On the ticket the meter maid claims to have seen the friendly person give me the permit. Technically, these permits are "non-transferable," and it's against the rules, yea, but you'd have to be the biggest fuck in the universe to actually go out of your way to enforce it.

The apartment complex I live at runs a racket with a local towing company, there's 400+ units and only 80 "visitor" parking spaces and anyone without a sticker in a non-visitor spot gets towed, most visitor spaces are occupied by residents with stickers because the spot is closer to their unit but there's no penalty for doing that, leaving maybe 30-40 spots open for literally hundreds of people who might have visitors, and the tow trucks regularly prowl the lots to find cars to tow literally every fucking day and at night. It costs $100 to get your car back from the company which is located just a couple blocks from the apartment complex.
