this is a complicated thing that people do so I'm going to try and explain it to the best of my ability...
long ago, back when cars were first being produced in 1325, people were having one major issue with their automobiles, one could not simply drive and have their children with them in the car, as the cars themselves only had one seat for the driver, to compensate, the owners of the cars, stupidly, put stuffed animals on the back of their cars so that their children could hang on to the back and get dragged around. after the invention of the "passenger seat" in 1859, people still thought they needed to have their children be dragged behind them, nowadays, people honor this ancient tradition by hanging the stuffed animals from the bottom of their car.
again, it's a very interesting topic, with many layers as to why people hang shit off their back bumpers. i recommend looking into it for yourself, as again, it's a very amazing, complicated, and interesting topic.
