I don't know about the US, but in the UK a 924 that is in good shape fetches about 2.5k-3k the same as a base 1996/7 high milage boxster.

I've got a Porsche 997 and I pay £920 a year insurance. I'm 26 with no claims and my postcode is considered high-risk by the insurance company. Further to which I dont have a garage so this is why my insurance is as high as £920 a year.
Road tax on the 2.5 engine would be quite cheap.
