A close friend of mine is an e36 guy and I just about blew his doors off with a 175 hp foxbody and he has quite a bit of work put into the engine. So that puts thing into perspective. I personally love the e30's and e36's in every way, but it's a shame that you cant get any decent power out of them.

the 328 can be decently quick with cheap mods and weight reduction, you can get about 6 secs 0-60 and a low-14 sec 1/4 mile easily

e90's are pretty good cars and are quite modern for their age. a 328i is pretty easily in your price range.
if you dont mind a slightly older car you could get a VERY nice e46 330i, or an e39 540i but maintenance will be more expensive because of the v8 but the e39 chassis is one of the most solid bmw chassis ever.

Yeah the interior will fall apart but just glue it back together once with actual glue and it wont be a problem again (they used environmentally safe glue originally).

When I bought my M3, I took note on how it looked, how it pulled, and how it handled.
I DIY everything and nothing else mattered. Got much more car than I expected too. I trust it as much as my Acura. Enough to daily and put 800 miles a week on her.

This little rear spoiler appears to held on with double sided adhesive and it's pulling away from the trunk lid on both sides now. What adhesive would I need to re-secure it? It'd need to be pretty heavy duty...

No red flags. You will probably be replacing a leaking cooling hose or something else associated with the cooling system. Check for creamy coffe coloured substance under the oil cap upon buying/inspecting the car. If there is any, it means the head gasket is fucked. Thats pretty much it, the rest you can fix for cheap.
