Huh? I guess there could be build up on the rotors, causing the pads to meet the surface unevenly, or possibly a slightly warped rotor. Simply have the rotors resurfaced.

There's lot of causes as to why a steering wheel can vibrate. Might have to try a couple different things, but a nice alignment and pressure adjustment could definitely help, and won't hurt you in any way.

wheel balance issues show up at 50-65mph

warped brake rotors cause vibration when braking, there is no such thing as brake misalignment

vibrate while breaking, if not warped rotors (abused or not broken in properly), it could be your tie rods (inner? replace inner and outer, parts are cheap enough, then get an alignment). that's what it's been the two times I've experienced it.

Vibrations > 40 that come and go are largely wheel balancing.

Pulsing on braking is 99.99% of the time uneven materialvbuildup on the rotors; NOT "warped" rotors.

That's stupid.
