Many people use placards instead of permenantly disabled plates because if they travel as a passenger in the vehicle of another person (e.g. family or friend) they can still use it. It's illegal to keep the handicap placard hanging from the rearview mirror while driving, and if you park in a space that is not designated as handicapped, it is purposeless to put it up (actually, it invites theft, since outside the locality where it was issued validation of the actual serial of the placard is exceedingly rare and it confers a benefit that some people value, even scumbags).
