I live in CA.
There is no bike inspection or emissions testing. Sure you're not 'supposed' to touch the emissions equipment. But it's all honor system and cops don't know their ass from their elbow when it comes to bikes. It wasn't until the late 2000's that they even started adding cats to bikes.

I bought a V-Strom with a set of 2bros pipes and they are too loud. Even with earplugs in anything over 4k rpm it is just screaming.
I repacked them, put their quietest silencer in them and they really are still too loud, but at least it is bearable now.

You had an overheat, I know the situation well. If it only happened once, you're engine is fine, good thing you noticed it quickly. Run through your cooling system, start with small things like fan/thermal switch, and move through the list to bigger things like radiator and hoses. Just google diagnosing motorcycle overheat, if you're not comfortable doing it yourself, you -can- take it to garage but they very likely will fuck you for it, cooling system is fairly easy, knowing this, the garage people will know you know nothing and charge you alot.
