-Replaced under the hood fuse.
-Checked plug to fan only 1.1 milivolts ..Supposed to be 12V
What fused under the dash fuse box is related to the power of the cooling fan??

check the relay and the switch

Thats your job son. Trace the wire. Try fuse 24 or one of the engine control fuses.

is it a switch inside the car? then the relay will probably be up near the fan.
is it an ecu controlled switch? then the relay will probably be on a relay panel near the ecu.
you will need a wiring diagram to find them
apparently new cars have the relays built into or around the fuse box too, so check there.

Is the dashboard temp gauge working correctly?
Could be the coolant temperature sensor; it controls both the dash gauge and the fan.

Relay is built into the "Constant Control Module." A giant 24-pin combination relay on the passenger side inner fender that also controls the A/C clutch, the fuel pump, and both speeds on the dual-speed cooling fan.

I doubt it's the issue; seems like it would be highly unlikely for both the high & low speed relays in the module to go bad at the same time.
