going to pick up my first car, it's from a private party and I'll be paying cash. What should I do about plates, title, and registering it? In PA.

Google it. First make a bill of sale for both of you to sign, can either make one yourself or some states provide an official one (state of Washington does this) the seller fills out all the information on the title like the milage and how much he sold it for. Now on this, sellers and buyers usually agree to write a lower sale price on all the papers so you pay less sales tax. That's up to you to ask. Then there might be a portion of the title the seller takes off and keeps for himself, he turns that in so he's not responsible for the car any more, you take the title to the dmv and have the plates and registration turned to you.
