Best 2000-2005 manual car for a new driver?
Coupe, sedan, wagon does not matter
180 HP minimum
Gas mileage of around 20 city would be awesome
Price: 9k or lower. The lower the better.
Live in florida so rust isn't an issue.

RSX type S
Altima spec-v SER
4 doors more whores
180hp
6speeds for more mpgs
Con is fwd but it handles surprisingly well stock.
RSX non-type-S 5-speed.
Pic related, my first car. I had lots of fun with it. Going catless (no tune) took 1.2 sec off my 1/4-mile times lol. I used to break 130mph going to high school to wake myself up lol. I sold it for an STi though in 2007 and rarely look back.

this, bought it a month ago as my first car.
would recommend; it's fairly practical as a DD but very fun when you throw it down a gear and hit the throttle. liftback is practical but the rear seats are cramped, to say the least. gets good gas mileage too, if you shift pretty early, but it does take 91 octane.
Had a buddy tell me
Honda Del sol > Honda Prelude > Corolla
And that I would be better off with the Vtec 160ish HP engines for my new car.
I've driven for a few years but never owned a manual before now.

Toyota Corolla Sportivo.

OP said Florida. There was no Corolla Sportivo stateside. The closest would be the following:
2000-2005 Toyota Celica GTS (180 HP 2ZZ)
2004-2007 Toyota Matrix XRS (170 HP 2ZZ)
2004-2007 Pontiac Vibe GT (170 HP 2ZZ, pictured, sister car to Matrix)
2004-2007 Toyota Corolla XRS (180 HP 2ZZ)
also look at 2002-2004 Ford Focus SVT's OP.

Also, before you europoor bitch about the American XRS being the same thing as the Sportivo, it isn't. Pic related.
