When the lowrider subculture started in the 1940's, defining a lowrider was simple: A sedan which, through some modification, had been lowered below factory specs. Back in the day, Chicanos were lowering cars anyway they could, modifying the suspension, messing with the shocks, some even just loaded down the trunk with weight. The game changed when a California law was passed in the late '50s which forbade any part of the car body sitting lower than the rims.
Some handy Mexican found a workaround. By outfitting his lowrider with hydraulics, he could drop it to the deck when he wanted to and raise it to legal limits when needed. This development was so cool, hydraulics became the most prominent feature of many lowriders.
Applying the old, simple definition of a lowrider today is a bit troublesome. Many cars that are lowered are part of different car cultures. For instance, a stanced Toyota Celica would never be called one although it may sit very low. It just seems wrong, somehow.
So what makes a lowrider today? If it's the hydraulics, then what about all the pre-1960s lowriders that lack such equipment? What about airbag suspension? If we only count modified classic cars, then the great number of newer SUVs and surplus Crown Victorias being modified for such purposes are excluded. If we only count American cars, then a lot of modified foreign luxury cars (most notably Mercedes-Benz and Jaguar) don't get to play.

You don't even need a cool car for a base. In fact, you earn points by taking a decidedly uncool car (Such as this 1994 Suzuki Sidekick) and making it cool.
No real lowriders nowadays, not since the 70s. It's all hoppers now.

If it sits low, doesn't have camber, doesn't have "sporting pretensions", and sits on small wheels, it's probably a low rider.
If it has hydraulics, it's definitely a low rider.
If it has bags, lacks camber, and can scrape, it's definitely is a low rider.

My buddy's dad from San Diego told me they used to take like a Nova lift up and simultaneously torch all 4 Springs at once to weaken them then rapidly drop the car from the lift and the now weak Springs would sag under the weight and bam lowrider

I think that's the closest we're going to get to definitive criteria. The only issue I can see is camber as a disqualifying factor. While it isn't a desired feature, and a lack of camber is certainly the sign of a well-built lowrider, many cars with hydraulics have some camber as a result.
