Hillclimb is the purest motorsport. Rules are typically incredibly open and focused around ensuring a modicum of safety, run what you brung. It's A to B on real roads, so you get a chance to go completely balls out on a course you cruise every day.

Road rallies usually have a target time that's roughly the time it would take to drive doing the speed limit. You haul ass to the finish line and then wait for the timer to tick down before rolling over the line. You're penalized for having too low of a time. There won't be any cops handing out tickets if it's a sanctioned event. Typically it's on closed roads, but not always.
