"True" lowriders are older than hydraulic suspension. In the zoot suit days, Chicanos were lowering cars anyway they could, be it tampering with the suspension, shocks, or even just loading sand bags in the trunk of dad's old beater. The hydraulics were a reaction to a California law passed in the 50's targeting lowrider culture that stated no part of the body of the car could sit below the wheel rims. Hydraulics allowed drivers to drop their car to the deck when desired and raise it back to legal height when required. This feature was so cool, it soon become the most prominent part of the car for most lowriders, but it is not the defining characteristic.
