I actually work with the department of transportation and yes, a lot of auto parts have to be DOT approved or be labeled as "off road use only".
And yes, tinted lights with LEDs or HIDs are allowed. Now, to what degree the tiny or plastic shadowing is relevant to the LEDs/HIDs is important. But, it's not all guess work as you can buy pre-tinted or smoked headlights/tail lights and they will be able to tell you what bulbs you need to use. If not, you can go to your local DMV and find out.

If you can meet the photometric requirements, sure. But it's nearly impossible to do so. It's not something you can do in your garage and it isn't something aftermarket companies who are actually capable of engineering safe and compliant lighting bother doing because it's tons of extra R&D, if it even ends up being compliant, for no benefit or the side effect of actually making the light perform much worse.
