are spacer and flares rice or genuinely functional? thinking about putting them on my s13
They have become associated with stancefags but if you're on a budget it works I guess. However, if you're just putting on wheels with different offset or just wider tires with a (mostly) stock engine then it's absolutely rice since it's still gonna be pretty slow.

I thought wheel flares were functional and protected increase wheel width in the event the wheel extended past the side of the car. Am I wrong and they are just for show?

From a functional standpoint spacers are usually added to wide wheels to prevent rubbing instead of tubbing the inner wheel wells. The quarters are then cut and flares added to compensate for the negative offset and greater radius.

From an aerodynamic standpoint, only the front of the tires needs to be covered. Covering the top and rear of the tire causes air to build up and create a high pressure zone, generating lift on the chassis and drag on the tires.
