Its a result of "unlimited" wealth and making these types of cars very much the only option and affordable.
Look at several of the poorer asian countries like the Phillipines and Vietnam; just about everyone rides a small motorbike because thats what they can afford and because its more practical
Japan has the "Kei" car market (greatly helped by heavy taxation on vehicles outside of the Kei-requirements) which is the reason why you'll see mostly these cheap minicars around the country - but even there you have people driving these "fuckhuge" sedans and wagons with no apparent need for anything but the smallest of small cars to transport themselves and a bag of groceries
It's more because of safety regulations and the fact that fuckhuge cars exist.
You would never be able to get a 500kg car on the market. It wouldn't even make it out of development with all the safety features it'd lack at that weight.
