About 40-50% of those allow 50cc mopeds/motorcycles/scooters at age 14, and 125cc motorcycles/scooters at age 16. Another 40-50% allows 50cc's at age 16.
Most of these also allow tractors and slow agricultural vehicles at age 16, most of them even withiut a license provided you stay below a certain weight(5 tonnes for example). Yes, I've seen people go to school on a tractor, but those are the Yuro equivalent of hicks (desu I did that a couple of times, even took my horse on my last day of school for the lulz).
Some juridiction also allow for special 50kph top speed 2 seaters (think kei car/Reliant Robin w/ 4 wheels, their legal term varies per country). They're actually intended for the elderly who can't hold a full drivers license, and the handicapped, but you can usually drive them at age 16 too, so that's an option is you don't want to take the bus. Lots of jurisdictions don't even require a license for these.
Tl;dr in most Yuro countries there's plenty of personal transportation options
