The devil knocks on your door. He's made some good investments on the stock market last year, and he wants to start his own grassroots racing series (basically Lemons on steroids) using the profits. He's going to give you 10K, and if you manage to modify a street car to meet the challenges set below using that money, he'll let you keep the car afterwards. The catch? There is none. Turns out he quit drinking a few centuries ago, and he's a nice, honest guy now.
The basic challenges:
>10 second quarter mile (10.999 qualifies)
>310 kph top speed
>8:10 Nurburgring lap time
>10 km/l combined fuel consumption (23.5 MPG)
You meet these, you get the car.

Hardmode:
>no engine swap
>no V8
>no forced induction
You meet all of these, and you’ll you get both the car and a free crate motor (whichever motor you want).
GODMODE:
>8 second quarter mile
>410kph top speed
>7:10 Nurburgring lap time
>20km/l combined fuel consumption (47 MPG)
>5K budget
>FWD
You meet the basic challenges plus only one (1) of these, you get the car, and he puts you in charge of his new racing series. He'll even make you a speed-demon if you want to.
Fine print:
>budget does not include safety equipment, fluids, brake pads, tires and fuel
>fuel has to be available at a ''regular'' gas station. No 110 octane race fuel, but E85 and such is allowed.
>water/methanol injection allowed at all events.
>nitrous injection only allowed for 1/4 mile and top speed events.
>no locosts, tube chassis cars, Lotus Seven replica's and motorcycles.
>you get 10K USD, 10K EUR, 7K GBP, 14K AUD or 130K yen depending on where you live.
In most cases this is slightly more than 10K USD, because the US car market is a bit cheaper compared to other markets, especially as far as modifying is concerned.
Infiniti g35 (sedan because the 4doors are way cheaper).
Add clutch-engaged supercharger (like aw11 mr2, only works when you switch it on otherwise runs n/a)
Manual transmission.
Nitrous for quarter mile.

If you can find a salvage title S55 for 1500 bucks, and get it running crosscountry for less than 3K, you can sure as hell tackle hardmode with something similar.. Godmode, well that's another story.

OP didn't say under what conditions it has to do 23 mpg. You can make a g35 get 30 on a roadtrip. I've done it with a Volvo which has far worse specs across the board.
Only way to get 23mpg while drag racing is in an electric car or a motorcycle.

Car of choice: salvage title 2006 Chevrolet Monte Carlo SS for 2k.

>open wallet to 4k for engine mods. It's a 5.3L LS4 V8. Open your wallet a bit and get massive rewards.
