Thanks for even giving this a shot, I appreciate any and all advice although purchasing a new car entirely is out of the question for the next few months to a year.
I drive a 1995 Honda Accord LE with ~170k miles on it. In the last 4k miles and the corresponding 8 months or so I've had a very odd problem with my car.
About 70% of the time the car is running it runs perfectly normally. The power steering pulley assembly is a little loose and so it squeaks but other than that there are no routine issues.
The other 30% of the time, when I put the car into gear and begin to drive, it enters a state I will refer to as "borked," in which the check engine light comes on, a faint knocking begins and the car will not go over 3200 rpms. At 3200rpms it acts like it is redlining and will simply not accelerate further.
This borked state is also accompanied by what I assume is an electrical issue, as the idling rpms go from the standard 750 or so to near 250, causing the car to sometimes turn off at stop signs and red lights.
The car is more likely to turn off at an idle in the borked state if the AC is running, as the rpms dip even lower.
The other symptom caused by the borked state is a hot plastic or electrical smell coming from somewhere under the hood.
If anyone has any questions or suggestions as to what the problem could be please let me know. My brother and I are tackling it as much as we can but he's a mercedes tech and so doesn't really know how to approach this particular problem with this car.

One thing I forgot to mention is that I can get the car out of its borked state by turning the car off and back on. This is useful at stoplights but as soon as I put the car into gear and begin to drive again it reenters borked state.

The borked state occured at all temperatures of weather, hot days or cold.
The temperature gauge in the car I believe was always reading cold, although the problem would persist even after the car warmed up.
That being said, I never really looked at the gauge when the car was running in borked mode. I'll check that next time it happens.

Does the engine shake/run rough when in borked state?

Yes, it idles roughly and the knocking has a light vibratory tap in the pedals at a regular interval only when idling.
If in borked state I press the accelerator the knocking will go away or become so light and frequent that I cannot discern it from regular engine noise.

When is the last time you checked the cables that go to the sparkplugs? Don't know how they're called in english. Could be that bad insulation is causing misfires or you're not running on all cylinders..

Yes
Your car is going into "Limp" mode. That is why the check engine light comes on & it will not go over 3200rpm.
I would guess you have a major sensor that went bad and it causing the engine to resort to limp mode. Since you say it runs fine most of the time I don't think it is injector/spark related. Possibly timing related.
You SHOULD be able to check your ECU for codes. Google around to figure out how to check for codes on your specific car. This should tell you which sensor is fubar. May be a simple fix.
