Varies by state, and sometimes county. Most of America will pass a car for a working horn and lights while other areas will do a full on strict inspection. California comes to mind for that.

Yeah when I bought it, it was at 245k but the speed sensor wasn't working. No idea when it broke so I'd imagine it's close to 300k on the body. I fixed the sensor (corroded plug) and it will be at 250k in less than 1000 miles. Engine has like 60k on it and runs like a top so whatever.

No but I think it might be the tailgate. Had an unrecorded rear end accident before I owned it. I did eliminate one of the more major leaks, though. Was at the very top near the spoiler. Just had to remove some dirt between the rubber seal and the body. Was letting in literally gallons of water to the point where the whole spare tire well filled up and almost spilled into the rest of the car. I know about the drain plug at the bottom now so I can just remove that and let it all out. Been raining since this morning and there was very little water coming in but I know it's on the left side.

Maybe test the alternator and distributor [I've only had issues with both*] since those seem to be common issues with 88-00 Hondas.

Have you looked at Preludes? look for one from a southern state so you don't have rust. Florida would be a good choice
