So my ac compressor pulley is seized and it it destroyed my serpentine
Now I've gotten a smaller belt to bypass the ac pulley but my belt keeps slipping off, so what's the cause?

there should not be any play.
The auto tightener (the one you have to turn with a tool or wrench to remove the first belt) should take up all the slack, if it doesnt you are not running the correct size belt.

yes, the belt should have some deflection. Yes you should buy a gauge to tell. Just google the Gates Krikit II.
Tension it to what the factory spec is. Might as well take the AC compressor off.

Your replacement belt is probably too long.
If you just asked for a "non A/C" belt at the parts counter, you probably got the wrong size, because A/C and non-A/C vehicles were built with different idler pulleys.
Most tensioners have some sort of marking on them to indicate how tightly they should be wrapped when the belt is installed. Look for that. Get a smaller belt as necessary.
