Do you actually NEED a sedan? Or just want one for convenience? If all you need is just back seats it opens up your options a lot more. There's not too many RWD V8 sedans out there that come in a manual for under 30K.

Completely forgot about the first gen CTS-V, that'd be a solid option and you'd have money left over for bolt ons or wheels. Other than the options I already listed (G8 or S4) that's about all I can think of. You might be able to find a high mileage E90 M3 sedan for under 30K, but it'd be close.

Get a P71, find a good shop.
Add TrickFlow Heads and mustang tranny.
That should give you a ~380hp RWD 5 speed sedan for about half of your budget.
Or a Rare 5 Speed Manual Lincoln LS, then swap an LS1 into it.

You can only really pick two unless you want a fucking boat. If your max is 30k, maybe try an old BMW 5 series? You can get 4 litre V8s RWD (BMW only makes RWD, they have something against FWD) for about 8k.
