I used to do that when I was learning2stick, because I did not want to stall trying to get into 1st too fast for my limited skillz, so I used to try and make use of as much time as possible.

I watched a guy sit at a set of temporary lights for about a minute, creep forward a good 20 feet clear past the lights, then reverse back to the "wait here at red" sign. Then he stalled when the lights turned green and I barely made it through on that cycle
