Ehh not really in the US. Best bet is paying somebody scrap value for a car that won't run ($300) and then replacing a part or two until it will run and drive.
I heard in the UK and parts of Yurop, it actually is possible to get free cars. They have to pay to dispose of the cars, and the inspections means a lot of cars will never be roadworthy again because it isn't worth the money to make them pass.
In the US, even total garbage cars are still worth at least $200-$300 in scrap metal, so it is very difficult to get something totally free:
