Any ideas how to get sheared off exhaust bolt out?

You can use locking pliers and bend the fucker into a lump and turn out with said pliers. (dumbass way) or you can have someone weld on a nut to the sheared one and then it's like a new bolt.

Tried Ez out. I think the best solution is to weld a nut on like you said. I wonder if this is something I can weld with a propane torch?

If it's an aluminum block you can actually weld a bolt to the bolt without damaging the block.

Personally, I'd pull the exhaust manifold and deal with it on the bench at that point. I changed my cats a few months ago and this was my fear. Soaked it in PB Blaster before taking it on with hand tools, left the impact gun on the bench because I figured it might make it worse. Remember to use anti-seize on all bolts when putting it back together to prevent this again.
I use a mig welder in this situation a weld a nut on. if you can remove the part and extract it on a bench that would be good too.
