Stiffer roll bars and coilovers than the pillowy stuff they use to appeal to the mass market WILL make a car go faster around a track. An obnoxious exhaust will actually give a real sports car engine that has a restricted muffled exhaust a few horsepower believe it or not, and a basic as fuck ECU tune that makes the car run a bit more rich will increase power at the expense of fuel economy.

Yes. The restrictions that mass production place on a car make it less then ideal for a specific consumer, thus making small-scale modifications makes sense. Add to that all the emissions stuff that's added to cars, severely hampering performance and gas mileage, manufacturers defects, local regulations, insurance regulations, crash regulations, and you end up with something that's subpar, and can be improved in many ways.

The problem is that people who modify their car thinks modifications add value - and then try to sell them accordingly. The only modifications that can increase value are done by professionals, on a small-business scale(10-100 units).

I think that any modified car should have to go for a safety inspection at a certified shop.
