don't shave the black spacer, try get a longer bolt and fit all properly. The problem is not the lenght, but that spacer could be there to avoid excessive stress on the frame if you drop the bike.
Take out the bolt from the other side and take it with you to a shop for reference.

Alright /dbt/, I've managed to consistently start my bike. However, it runs fatter than your mom participating in a 5k and if I let off the throttle, it dies. Anyone have any idea what it could be? I know it's just a little thing whatever it is, but the hard part is diagnosing.

Sounds like it's time to adjust a few things. Wot usually means too much fuel and not enough air. You may want to reset everything to factory and work from there. Also make sure your valves aren't out of spec. It can make things a total bitch
