What it does to the roads is worse than ice?
Where I live the water gets into the little grooves between the lanes (separate pours of pavement) and it breaks apart the pavement when it freezes because of expansion. That makes for lots of potholes.
At least that's what I think is happening. I don't know of any side effects of the salt-water other than rust.
