There are taxes for owning older cars after a certain point that makes it much more favorable to just buy a new car. I've heard stories of people moving onto military bases and being given cars for free because of the cost of insurance+tax on older cars.

I had a buddy in the marine corps at Okinawa. He bought a used Mitsubishi Gallant. To get it licensed, it had to undergo a "safety" inspection. He dropped it off at mechanic for this. He came back 2 hours later to pick up car only to find the engine removed, the front fenders and hood, and transmission out. The inspection process for used cars in Japan is a scam. And very expensive. Although it could be they just scam ganjins.
