3k will get you the SVT, which is already built, Tuning done by Cosworth, High as fuck compression, Forged pistons and rods, Rebuilt intake, 4-2-1 high flow exhaust. Plus all of the suspension work, 6 speed transmission and a dual mass flywheel to help keep it from shaking to death.
A regular focus can be had for like 1500, 3-4k will get you an 03-04 SVT with 120-140k miles on it. 170whp, and in pretty decent shape.

I just went onto craigslist, looked up MR2, 240SX, AE86, Corollas older than 1987, E36, Celica older than 85, and E30 and I found tons of cars for around 3k or lower. Than I looked up 300ZX, Supra and Rx7 and found a bunch of cars too for around 3k. Most of them weren't in perfect condition but for 3k you can't find a fun car for 3k in really good condition.
