The opposite would hold true seeing as you can slap turbos on the larger engine and make more power than the smaller engine with turbos. You can't just slap more displacement on the smaller engine though.

Displacement itself is potential for power. Boost makes the most of that.

Displacement is completely irrelevant, anyway. Only the eurofag taxman cares about it. Displacement doesn't necessarily mean the engine is larger, heavier, or less efficient at all.
