I don't know the rules for the series you mentioned, but I'm sure if someone can modify their car even slightly, they could do with carbon panels, ohlins coilovers, lighter seats, brembos, camber plates, lightweight driveshaft/flywheel, lightweight wheels, fresh engine rebuild with an expensive intake and custom exhaust.
There's more in forgetting, but my point is that unless the racing series hands you a car to race with (which is stupid expensive) then there will always be an advantage by spending more money.

There's one guy that always kills me racing in his s2000 at time attack, and he places in the top 10 (out of 60-70 people) in the street class. We went go karting with 30 other preople, all in the same karts, I came first and he didn't even make the top half of the pack. (The timing was done Over 3 sessions, each session we'd switch karts). He constantly locked the rear wheels, spun out a bunch of times, his lines were shit, and he had no idea how to use the momentum of the kart. Instead he was trying to drive as if he could compensate with extra power, like he has when racing in time attack. That's when i decided for sure that money buys positions in racing.

I always recommend go karts. Low startup cost, cheap to run so you can hit the track every weekend, faster than any sports car south of six figures, and spec classes with big fields full of incredibly stiff competition to race in.

Depends on what class you want to race in and how competitive you want it to be. My first kart was $3k used, it was a bit of a beater but I managed to get up to the mid-pack with it after I got gud. My nice shifter was $6.5k used, I was able to win a championship with it.

Nice thing about karts is you can just buy a hitch for your daily driver and tiny cheapo open trailer from Lowes or something when getting started, no need to get a truck right away. Maintenance is really simple too since they're basically 2-stroke racing motorcycles with four wheels.
