Polishing compound will take down the shine. Just don't overdo it.
The problem is the paint is faded everywhere except where it says police. Waxing wont fix it. You gonna have to paint the car.

The base coat hasn't faded at all. The clearcoat just has texture now from being exposed to the elements for so long. The car just needs a compound and polish.

I can really appreciate the fact CVPI knows how to laugh at himself and the stereotypes associated with his car. Lots of folks take the arguments and jokes on here too seriously. He's not one of them. He's got a strong love for his car and that's something I think we can all relate too.
