Well it's a bit silly in the city, I'm still pretty sure they can manage a bit more towing capability than one of those tiny Aixam or Smart cars.
They're meant for Utility, let's say you're a contractor working for the city to fix up the reasonably large park.
The little walkways are too small to get in with your van/car/truck, an ATV would be the perfect thing.

in AZ (as an example) you need plates to be able to run them on public land. you license most ATVs (and non-street legal 4WD trucks) as off-road only, and get a normal-looking plate. some ATVs can also be licensed as motorcycles, again resulting in a normal-looking plate.
