but really it's probably best to just buy an s13 unless you car that looks like an ae86 without the takumi tax

well in aus they're like 4-5 grand. you can get skylines for like 4-5grand. ae86's are like 7-8 grand (though ke70s are like 1-2 grand, getting more expensive now)
s12 gazelles are like 2-4grand. a cheap car is going to be 1-2 grand. really it depends on seller for the s12... like for other cars like ae86 (which always go for retarded prices here, not worth buying them at all)

will get you decent for like 1-2 grand. then slowly build it up with engine swap/get one with alright egnine and then add parts like intake/exhaust, more air - more fuel = more power. just learn how to properly do this, adding a shit exhaust means back pressure which is bad.... adding bad intake or poorly placed one can suck in water (hydrolock engine/fuck engine), or could not achieve anything but a waste of money.
getting decent tires would be first thing... but if you're in US then it's winter so not much you can do
pretty much either get one with alreayd good engine or engine swap, reduce wieght, get decent tires, then do stuff to engine etc. for power, suspension/brakes
