When a company is able to sell goods overseas for less than they cost to make because they are receiving government subsidies, it is not considered to be free trade.

If you read the article you'd know that it's not about free trade, it's a friendly warning that if steel mills have to drop the guts out of their prices just to move their excess stock then they are over producing, and have invested far too much into the industry
They are flooding the market with cheap, and frankly poor quality steel which isn't really good for their economy long term, and it's putting other steel producers at risk
It is not even good steel.
In New Zealand the repair program for Christchurch, after the earthquakes, found that reinforcing steel on many projects was substandard and potentially dangerous if there is another earthquake..
Also, the government found that similar China made steel used for a road/bridge construction was also poorly made and potentially dangerous.

Isn't putting your compition at risk a good thing? Could this accomplish shutting down steel production of other countries or at least cheaping those companies for buy outs, thus in the long run making their steel industry stronger. Kinda like what Saudi is doing with their oil.

The comparison that could be drawn would be the business practices of de beers. While it's a fine plan to take over the entire world production of a product, what's going on right now is that it costs them to hold so much stock, so they get rid of it by charging next to nothing. This isn't a sustainable business practice, and it's costing them boatloads. They are in this mess because they have oversupplied the market
