This kind of thing happens often in Texas around the beginning of Spring every year. There is a big difference between sleet and snow that is being understated here with this article.

A blizzard hit the panhandle of Texas in 2013. My town got the edge of it and got quite a bit of snow, enough to ground everything to an ass grinding halt for a week. During the day it would get warm enough to melt, then at night it would freeze. Everything was black ice.
North Texas probably gets about one or two good snows a year. One year, we even got snow on Christmas Eve.

Lots of Texfags here it seems, to continue the examples.. It rarely snows in Texas, occasionally it does in the north part (Dallas, panhandle), basically never in south Texas, and in Austin we're lucky if it happens once every few years, and then it's usually more sleet or freezing rain. For one night, it's melted by mid-day, and it's never more than a few inches. Point is, even then, in the USA, where we have massive infrastructure and technology and what-have-you, shit goes to hell. If there's even a little frozen water on the roads, schools shut down, roads close, civilization grinds to a halt. Simply because it's such an uncommon thing, people aren't prepared for it.
I imagine that x100 to be happening in Zimbabwe. I agree they probably deserve aid.
