Except this didn't happen in the ghetto. The Memorial Drive area where this happened is known for being filled with middle-upper-class neighborhoods that don't normally get this kind of criminal activity. So it is actually news.

New New Orleansian here; it's just the rash of floods occurring that incite riotous behaviour.

We don't have good or bad "neighborhoods" or "areas" as everything is very patchwork and scattered, even on the same street.

You could be in the nightlife district on Westheimer then take a small right and be in Norteño no-street-light Land.
