Resolutions don't change anything. Bills create ordinances, laws, amendments, etc.

Resolutions exist purely to make a political statement, they get passed all the time. You might, for example, resolve to "do something about the energy crisis" or "declare our support for Brussels" etc. It doesn't actually mean you'll do anything, it's just a political gesture.

Usually passing a resolution is done for one of two reasons:

>Test the waters to see if the rest of the house is open to voting on a bill

If you can't even pass a resolution for something, good luck getting the bill passed.
