I'm a retard and don't really understand jack shit. How can you force a different country to do something like that for you? If they refuse there isn't really much you can do about it as it isn't your country, right? I can understand if they're provided with the materials/workers/etc but that isn't the case. Would they bomb them or some shit if they refuse? That would make them even less inclined to actually build it and they would fight back somehow, wouldn't they? And if a wall is built, couldn't they just enter the country via boats or something? Don't Cubans already enter the US via Florida this way?
