Reading this article and having no prior knowledge on the matter, I have a hunch that someone wants S. Korea to become like USA. The mentioned free-trade agreement with USA(2011) and giving more power to security agencies is an obvious americanization. Even though they argue "muh terrorism", the charges of political meddling and such indicate a police state in the making, not in the traditional sense at least.
