Refugee agencies figure any publicity is good publicity. The US State Dpt. considers a black US presidential primary candidate and surgeon (no matter how stupid he actually is) a good PR thing. The Carson campaign is desperate to show that he is capable of grasping FP after his specialist in the area threw him under the but for being a bad student. Jordan is the ME on training wheels for Americans. As for the refugees, well, no one really cares what they think and if he brings some fried chicken with him he could probably even raise an army, better political operatives, and better advertisers.
