She rides great! This is my first bike as an adult, though I did ride a lot of department store mountain bikes as a kid. So I don't have much to compare it to, but it really exceeded my expectation of speed and the riding position is comfortable. One thing is that after a few hours the seat really started to hurt my ass. Not that the inner bits were sore from being sat on, but the ass bones felt like they were getting bruised from the pressure of putting weight directly on them. I will try adjusting the angle of the seat and see if it changes anything

It doesn't have any fender eyelets. There is a small hole that's tapped on the dropout but it's only on the drive side. Rather than use P clamps to mount a rear rack I decided to use this Soma rack which mounts on the axle and brake bolt.

Build up a spare parts bike. That's partially how mine came about, and it's a blast. Currently it's my daily beater I ride around town and the only one of my 3.5 rides seeing any action since the inclement weather has started to show up.
Another option - pick up an old 10spd, slam some modern components on it with a set of flatbars/risers and run it one-by like pic related.
Definitely my next intended build is a ratty 1x vintage/modern build.

I like DT shifters too, have them on a couple of my other bikes. Switching from DT to STI levers is really easy if you already have indexing-compatible wheels and derailers, you just switch the levers, replace the DT levers with cable stops, and run cables/housing from the shifters - that's it.
My Bianchi is fairly aggressive/twitchy, not so much as some track or crit racing machines I've been on, but yeah, like yours it's definitely a bike that demands to be ridden as fast as possible.

Here's what I'd do:
I'd replace the pedals straight away. I certainly hope that once you get the bike fit properly, the flutes on the seatpost are fully exposed, they look better that way. If not, maybe get a new seatpost for aesthetics. Stem as well.
You should inspect the brake cables and housings and replace them straight away if there are any cracks/dry rot. If you keep the cables, be sure to put some lube in them, you'll get much better stopping power.
You should also either learn bike maintenance, or get someone to service the wheel bearings, headset, and bottom bracket. I can almost guarantee that the grease will be all dried up in there.
Other than that, it's a good bike that should be a lot of fun.

I've already replaced the BB because I happen to have the right one on hand. Brake cables, housing, and hubs are good. I've been trying to get better at maintenance, so the only thing left is is the headset and maybe the hubs if they start acting up.
I don't really plan on putting much more money into this bike. I don't want to put more into it than it's worth. I'll probably get a stem at some point, but I don't plan on getting a pump or seatpost. I'll just ride the tires until they fail.

They're SKS Chromoplastics. Pretty solid for what they are and prevent most nastyness from getting kicked up, but that's also due in part to my tires; they're 50mm fenders but I'm running 45c tires, I need to go down to a 35-38c tire for the fenders to really shine.

Pretty much. The only thing under the Raleigh brand you see sold here is the shit in Canadian Tire and Walmart. Even my LBS was surprised to see a Raleigh USA bike up here in Canada when I showed it to them, and they're a huge Cannondale & Specialized dealer and complete bike nuts themselves.
I haven't heard of any, let alone many shops carrying Raleigh USA out this way.
