Not op, but it looks like a popular image of one of those giant ekranoplans that the USSR designed for anti-ship warfare. And since the USSR is no more, it's turning to rust, somewhere in an ex soviet navy base somewhere. An ekranpolan is a ground effect vehicle.
Also anyone else hate it when people describe themselves as "geeks"? Like "oh I'm so smart lol", no fuck off, unless you are an actual socially awkward engineer or something, and you're ashamed of it, you do not get to be called a geek.

It's an erkanoplan, and it's basically the closest thing anyone's come to a flying car. It generates enough lift to enter ground effect but not enough to actually take off. It's basically a Star Wars speeder
