Critics make superlative claims all the time. This is not unique to Scaruffi. It's implied that it's an opinion. If a person had to say "in my opinion" after every single claim it would get super annoying. Scaruffi himself has said that the value of art comes from the perceiver - which directly implies subjectivity.
