It's a deprecative way of referring to vaporwave.
Originally it apparently came from a twitter post made by a kid and since then, there's this one cheap troll (probably a frogposter) who's been trying to force that meme, generally associating "vapourwave" with embarrassing pictures of vaporwave producers in order to make people hate the music itself.
Sometimes he's a little more subtle about it (like in this thread) and false-flags as someone who likes vaporwave but is also very dumb.

this intrigues me. a lot of different interpretations have been tacked onto the genre. I personally kind of reject the idea that its making some kind of statement, and primarily serves as a creative medium for people to take music that they enjoy, screwing it and putting their own kind of flavor in it, creating a hypnotic and interesting interpretation of the original music.
Its incredibly simple by design, to enable music listeners to get inspired to make something of their own
