why does Poland have such a good music scene? It's better than a lot of surrounding countries.

hey, I dunno. Sometimes people in Poland say Polish music is shit, and we really have some notoriously bad scenes like disco polo, but you can find a huge amount of amazing post-punk/coldwave, jazz (including yass), "Polish britpop", indie rock (niezal) and experimental releases, like this one, I have seen it here posted several times. I can proudly say that according to explr.fm, I only listen to American and British music more often than to Polish music.

Germany had krautrock, but I didn't really hear anything from them recently
